Problems in co-op growing due to lack of strong laws, says Deputy PM Chitra KC

Deputy Prime Minister and Minister for Cooperatives and Poverty Alleviation (MoCPA) Chitra Bahadur KC has said that recent fraud cases and problems in cooperatives were due to lack of strong laws to check such malpractices in Cooperatives Act 2048.

Inaugurating the fifth annual general meeting of Cooperatives Journalists Society of Nepal (CJN) in on Friday, KC said that the government was in the process of draft a new cooperatives act."The current priority is for better management of cooperatives which have been mushrooming in recent years. If we failed to manage cooperatives, it can trigger a disaster in the financial sector," KC said. "The new law, once enacted, will help to manage the cooperative sector," he said.

He also said that the concept of 'one-member, one cooperative' will be enforced to end the growing practice of multiple memberships in cooperatives. He also urged members of the cooperatives to remain active for preventing monopoly of any single person.

"Fraud cases are rising under the cover of cooperatives as members of the cooperative remain indifferent toward irregularities. The law will bring such wrongdoers in the purview of the law," added KC.

Speaking at the program, parliamentarian and chairman of National Cooperative Federation of Nepal, Keshav Badal, said that 'few' frauds in the saving and credit cooperatives should not be linked with the whole cooperatives sector. "There are a few cases of frauds in the saving and credit cooperatives due lack of good governance which has smeared the whole cooperative movement. It should not be generalized and provisions should not be included in the law that contradicts the principles of cooperatives," added Badal.

MoCPA Secretary Shankar Prasad Adhikari said that the government, private sector and cooperatives should move in tandem for the development of national economy. Similarly, Nepal Federation of Savings and Credit Cooperative Unions Ltd (NEFSCUN) President Rishiraj Ghimire underlined the need to prioritize merger among cooperatives to end the practice of multiple memberships.
